Tool Toggle State rework, +tool info

Detailed interactive explanation of Tool Toggle States is now in info

Shortcuts for tool use make using different tools quick and easy.

Mouse Button 4 & 5 are especially hand for 1 handed operations.

(arrow keys also work just like A/D, but that woulda crowded the Info Panel)

I have changed the location of the "arrow buttons" to be next to the tools.

This should make it easier to see what tools are being used at a glance. In addition, the

"tool toggle state indicator"

has been added beneath the arrow buttons.
